Las Dalias public housing complex is located in Barrio Los Peñas, Río Piedras, PR. The existing compound consists of 30 buildings organized in various clusters, for a total of 240 dwelling units. Each building cluster revolves around an open area. A Community Building is centrally located amongst the building clusters.

Before commencement of the project design, CSA performed a comprehensive assessment of the existing conditions, meeting with the residents to develop the program from which the design proposal evolved. An improvements plan was developed and a phasing plan was prepared in order to coordinate the various phases of demolition / construction with the vacancy of the dwelling units and the temporary relocation of families during construction.

The project scope involved the comprehensive rehabilitation of the dwelling units, as well as the demolition of the existing Community / Head Start Building, together with the design of two new buildings to accommodate the community services. In the development of the conceptual site design, the resulting layout incorporated a centrally located focal point of community activity, a Neighborhood Plaza that facilitates the organization of the pedestrian circulation and connects to the various recreation areas associated to the building clusters by means of a Pedestrian Mall. The site design reinforces community participation and the separation of pedestrian from vehicular circulation, thus creating a safe environment for the residents, where the quality of life is enhanced by landscaped passive and active recreation areas.
