The Puerto Rico Convention Center District (PRCCD) transformed 113 acres of a former Naval Base property into a new multi-use community development. The combined public/private investment evolved for over 10 years. Initially, the Government invested over $400 million to establish the 580K sq. ft. Convention Center, public areas and infrastructure needed for further development through a variety of private sector projects. The master plan for the development included 563 residential units, 1,770 hotel rooms, 718K sq. ft. space for offices, 245K sq. ft. for commercial use, 153K sq. ft. for a museum or civic activities area, an expansive parking lot, and 13-acres of parks and fountains.

CSA provided a variety of management and technical services including: Program Management, Master Plan Development, Engineering Infrastructure Design, Architectural Development Guidelines, Park Architectural and Civil Design, Environmental Site Assessments, Environmental Impact Statement, permits, Asbestos and Lead Abatement, Erosion and Sediment Control Design, Archaeological Evaluation, Equipment and Facility reuse option analysis, Construction Supervision and Contract Administration.

CSA was also involved in the Community Relations aspects of the program, conducting community meetings, coordinating logistics for the relocation of government agencies, non-profit organizations and assisted with press conferences and communications.
