PRASA (Puerto Rico Aqueduct & Sewer Authority) was planning the construction of an on-stream dam and reservoir occupying approximately 546.95 acres of land in the Ceiba Sur and Valenciano wards in Juncos. This area is well known for its population of the endangered Coquí Guajón for which the US Fish and Wildlife Service (USFWS) designated 13.92 acres as critical habitat for this species.

The USFWS issued a Biological Opinion for the project as part of the permitting process, including conservation measures to avoid, minimize, and compensate for the effects of this project on the Coquí Guajón and its habitat.

CSA was retained by PRASA for the development and implementation of the conservation and mitigation measures related to the Coquí Guajón Mitigation Plan in compliance with the USACE Permit requirements.
