The Puerto Rico Aqueduct and Sewer Authority (PRASA) is large size water utility serving over 3.3 million people in 78 municipalities, including two island municipalities (Vieques and Culebra), covering a land extension of 3,500 square miles situated through an elevation range of 2 to 700-meters. To manage this complex system, PRASA uses a workforce of approximately 4,650 divided into five operational regions: Metro, North, South, East and West. PRASA serves potable water to 97% of the population.  It manages eight lakes/reservoirs/dams, 143 water intakes, 114 water filtration plants, 1,720 distribution tanks, and 2,190 water distribution pumping stations.

This aggressive and challenging CIP that emphasizes recovery from Hurricane María impacts, complies with the Consent Decree and maximizes the useful life of its assets. The current PRASA CIP builds-up from a previous CIP that was terminated prematurely due to insufficient funding, leaving projects and plans unfinished. This was followed by the signing of the 2015 Consent Decree (CD) and impacts related to Hurricanes Irma and María. A significant portion of PRASA CIP relates to the 2015 CD. After the impact of Hurricanes Irma and María, portions of the CD may require adjustments to reflect a new social and financial reality.

CSA Group will continue to provide management and consulting services for several water and wastewater treatment infrastructure projects throughout the Island in partnership with WSP Puerto Rico. Services include general project and program management, hydraulic modelling, environmental planning and permitting, GIS, construction management, operations, and maintenance support, among other services.
