The Puerto Rico Aqueduct and Sewer Authority (PRASA) Capital Improvement Program Successfully Completes its First Year

CSA Group is proud to have been serving the Puerto Rico Aqueduct and Sewer Authority (PRASA) for over 30 years and continues to support PRASA’s Infrastructure team as CSA undertakes important projects under their Capital Improvement Program (CIP). PRASA’s CIP will invest approximately $6 billion in recovery funds provided by FEMA, CDBG-DR, SRF, ARPA and PRASA over the course of 10 years. CSA’s Joint Venture with WSP under this program has brought much success, which we are honored to highlight here!

The CIP team was formed a year ago, and was originally composed of five Project Managers, a Cost Estimator, and an Office Engineer, led by a Program Manager and a Pre-Construction Manager. Over the past nine months, the team has grown with two additional Project Managers, another Office Engineer, a Document Controller, a Water/Wastewater Operator, and a Construction Coordinator. In addition, we have received support from professionals across several technical disciplines to develop our Preliminary Engineering Reports, Technical Memorandums, and Design Reviews. 

Many of our projects are ongoing or ready to go out to bid. These include:

  • Troncal Barceloneta Rehabilitation
  • Troncal Vega Baja Rehabilitation
  • Vieques Drinking Water Pipe Relocation and New Distribution Tank
  • Lake Loiza (Carraízo) Dredging
  • Camino Nuevo Potable Water Piping
  • Las Piedras Sanitary Sewer System Improvements

The total estimated construction cost for these projects is over $141,346,000!

Although our 46 assigned projects are still in either the Planning or Design Phase, our Tank Rehabilitation project has already completed the bid process and has been awarded an investment of $3 million to improve eight water distribution tanks in the Metro Region and address compliance issues raised by the Health Department. 

Lastly, PRASA recently rated the performance of all the companies working on the program for the past year. We are proud to announce that CSA received a a favorable rating, demonstrating and reinforcing the excellent work performed by our team and the successful outcomes thus far.  

The CIP’s success achieved over this past year has been attributed to the exemplary team we have in place, and the superior leadership and dedication demonstrated by the Program Manager and San Juan Vice President of Operations, Jose Rodriguez.
